CALE is pleased to host Prof. Kuranbaev Kakhramon, Chairman of the Mahalla Association of Uzbekistan, and organize a roundtable titled “From Tradition to Institution: Evolution of the Mahalla System in Contemporary Uzbekistan.”
The Mahalla is sometimes compared to Japanese neighborhood associations (chonai-kai), yet in practice, it has evolved into a distinctive form of local self-governance that plays multifaceted roles, including social welfare provision, community‑level dispute resolution, and serving as an access point for administrative services.
This roundtable will explore how the Mahalla functions as an inclusive governance mechanism that connects the state and local communities.
