Legislative Fine-Tuning in Financial and Credit Marketization and Taxation

Legal reform for marketization in Cambodia has entered into a new phase of legalization and legislative development. Commercial transactions in the hitherto unfamiliar financial and credit markets are becoming possible as a result of the increasing number of legislative projects and newly established regulatory institutions. However, there remain several incidents of technical gaps between the ongoing pace of legislative development and the anticipated process of financial/credit marketization and taxation. Mending these gaps will most likely enable a fuller realization of the benefits of taxation and potential development of the surging financial and credit markets.

The CSCL Conference this year will be aimed at three main objectives: (1) to review the current state of legislative development in financial and credit marketization and taxation, (2) to identify any existing or potential technical gaps between the ongoing legislative efforts and the anticipated process of financial/credit marketization and taxation; and (3) to deliberate and debate on any issues of possible fine-tuning to help mend the existing or potential technical gaps and to learn from the experience of other countries in the Asian region.
